| - Blue Chip, colloquially known as "The Program", is a highly sophisticated supercomputer operated by the UNSC Joint Chiefs of Staff. Capable of operating at a maximum performance of 500-700 billion yettaflops (5-7 x 1035 floating point operations per second), it is the most powerful human or Covenant supercomputer ever constructed, vastly exceeding all prior supercomputer models. Blue Chip is a vector processor capable of multiform process and is capable of "semi-infinite computing power", that is, it uses gross raw computing power (twenty-three orders of magnitude faster than the IBM Roadrunner, the fastest human computer as of 2009) to execute brute-force attack of "Grand Challenge Problems", extraordinarily massive and stochastic systems to which a solution requires nearly-infinite competition. Blue Chip's gargantuan and ponderous speed allows for the derivation of extraordinarily complex systems, such as predictive weather forecasting, simulation of the human mind, and simulation of overall UNSC military security, independently automatedly checking civilian newsfeeds and military sources to tally information on civilian discontent, arms trafficking, security of weapons of mass destruction, deployment of UNSC forces, projecting possible hostile force locations, etc... to deliver a massive but extraordinarily comprehensive and detailed daily report on UNSC security. Each security report issued by Blue Chip every day is classified as Top Secret PATRIOT because of the extraordinarily sensitive information contained within each report. It is postulated through the Church–Turing thesis that through recursive logic, Blue Chip will be capable to solve almost any complex, highly-dimensional problem by brute force attack. Recently, Blue Chip was able to exactingly calculate the weather of every single town and city on Earth for the next five years, given the current weather for a single day. Blue Chip has been used to solve highly complex astrophysics problems, including calculation of nearly-exact quantum events during the Big Bang as well as precisely calculating the size of the Universe. Recently, the UNSC Office of Naval Intelligence demonstrated that Blue Chip, through an undisclosed algorithm, can break a 10,000-bit cipher in several months; the fastest cryptography supercomputers of the 21st century would require 102,987 years (three google years) to break such a cipher. This revelation led to the establishment that not a single code currently in use by the 26th century UNSC or Covenant can't be broken by Blue Chip. Later, the UNSC was sued for the production of a computer that can read every single electronic transmission in the galaxy, although this was later repealed. Blue Chip's uses are highly classified under Top Secret PATRIOT. It is strongly believed that one of Blue Chip's secondary functions is cryptography; the decryption of intercepted military, political, and civilian transmissions; Blue Chip's exaggerated force allows it to attack even the most complex current modern-day ciphers and solve it within nanoseconds through heuristic decompressive methods and combinatorial brute force attack. It is believed that it issues a daily classified report to the Joint Chiefs regarding general UNSC security, as described above, and that it delivers hourly reports to the UNSC Special Operations Command regarding the projected security and decay of the UNSC's nuclear arsenal. Blue Chip's vast computatory powers, however, make almost any task possible. Blue Chip's development, however, remains extremely classified, as its current location, its composition, and its number and type of processors. Many in the mathematical science community were overwhelmed with the announcement of a multi-yettaflop supercomputer; even assuming exponential non-linear and accelerating improvements in mathematics and engineering to construct advanced supercomputers, Blue Chip is believed by many to be an impossible concept; a computer with Blue Chip's processing power was believed to be achieved in two millennia; in the year 4,000 A.D. Many still believe Blue Chip is a myth perpetuated by the UNSC Office of Naval Intelligence intended to scare civilians away from using encrypted messages. No major nor minor computer company will publicly state that it was involved in the creation of Blue Chip; neither even Jennings & Rall nor Acumen Science Laboratories. The amount of superconductor; lanthanum oxygen fluorine iron arsenide oxypnictide — needed to make Blue Chip make it impossible to even dream that such a computer could be made. The sheer size of Blue Chip would require an entire continent of solid superconductor and silicon; its construction would nearly bankrupt the UNSC to even purchase the raw material, and there is not even enough conductor and metal to construct it. Thus, Blue Chip is shrouded in enigma and myth. While many suggest that it is merely another ONI propaganda tool, a very few suggest a much more sinister genesis; Alice in Wonderland. Despite any such explanations, the colossal size, prohibitive costs, and vastly insufficient raw materials make Blue Chip's existence difficult to believe by many. Blue Chip was responsible for a key UNSC counterterrorism victory in 2594 for flagging the Arcturus as a high threat; a civilian freighter later found to carry tens of thousands of weapons on board.
