The user is able to transport themselves from random photo to random photo, existing within the background of the photo as a mere presence. As soon as that photo is taken, the user will just simply apply themselves into the background, even though they were never actually there. E.g. If a photo was taken of a group of friends outside a building then users of this power would later be seen in a hypothetical alleyway or something, hidden in the shadows but still noticeable by outline.

This is what causes people to believe that the person was there all along. How are they to know otherwise? It is safe to say that this is definitely one of the more creepy powers out there.
