Chan Santa Cruz: We are in general happy with the Mexican proposal. However: * Tenochtitlan is not ours to partition up, it is international. Any attempt to annex it or divide it would be to declare war on every single nation in the world. Culiacan itselft makes a good capital and is more central. * Our Pacific coast is rather small. With the UR controling Cuba, Florida and South America we are concerned at the possiblility of not being able to head east with goods. There is one province (the farthest south on your map) in 'Mexico' which we would like to claim. That leaves both Mexico and Chan Santa Cruz safe from a UR embago with a good amount of Pacific coast. * Texas may dispute the Rio Grande border.
