Using this guide, you can custom build a level with monsters to fit the levels you desire accordingly. A simple skeleton on Normal difficulty will show up as a 10th level monster, but on Epic it will be a 34th level monster and at Legendary it will autoscale to a 54th level monster. The autoscaling is determines the monsters and controls the monster levels per game difficulty.
