General Pettis is a United States Army General. During the Ultranationalist conflict, he briefed the officers of the Allies when they launched an attack on Russian-held Norway. Three months later, he was in direct contact with the survivors of Ghost Recon's Bravo Team, Hibbard and Booth. He ordered them to link up with double agent Major Maltsev, and then had them sabotate the Ultranationalits. As the Allies invaded Moscow, he had Hibbard and Booth capture Maxim Cherskiy, head of the defenses. They shot him when he tried to escape, and Pettis told them it was an honor to work with them.
