Billy Joe Higgins is the brother of Floyd Higgins, and they both work for Colombian drug lord Enrique Ruiz. When Crockett and Tubbs arrive to look for Joey Bramlette, they meet the Higgins brothers, who take them to find Bramlette only to leave the Vice cops stranded in the middle of the Glades. They (along with Ruiz) planned the kidnapping of Joey's and Cassie Bramlette's daughter Tammy to be kidnapped in exchange for Bramlette not testifying in Ruiz's trial. Billy Joe guarded Tammy, giving her a bologna sandwich and a beer as food. When Crockett and Bramlette's friends attack their location, Billy Joe held a rifle on Tammy, saying he would kill her if he just twitched.
