The Colonial Defense Training Initiative was a program initiated by the Unified Earth Government in the Outer Colonies during the 2400's. Although the program's official goal was to create Colonial Militia units and train citizens in how to repel pirates or other assailants, in reality, its purpose was to have a body of trained colonial citizens that could possibly halt any Insurrectionist activity before the UNSC would have to step in. To facilitate this, background checks were performed on all who wanted training under the CDTI to prevent any rebels from using it as a way to train their fighters.

To facilitate this, background checks were performed on all who wanted training under the CDTI to prevent any rebels from using it as a way to train their fighters. However, after the Far Isle Incident in 2492 and the Callisto Incident in 2494, popular opinion in the Outer Colonies turned against the UEG, and an unknown number of those trained under the CDTI joined various rebel groups, leading the UEG to downsize the program to simply creating small Colonial Militia on various worlds under the purview of the UNSC Army. This downsizing lasted until 2527, when, with the Covenant Empire threatening extinction, the UNSC, exercising its wartime powers, revived the program in an attempt to train those of military age for combat against the Covenant. The object was to shorten basic training and get recruits to the front faster to buy time against the alien menace. Once again, as with the previous implementation of the program, the revived CDTI granted possible rebels military training. However, with the threat of extinction, the UNSC initially deemed it an acceptable risk, with the SPARTAN-II's on hand to put down any nascent rebellions, and hoping the rebels would fight alongside the UNSC if the Covenant attacked the worlds they were on.
