The Directorate was the first phase of the Soviet Federation's history. From formation in 2977 (Kebir Blue) until the democratisation of the federation in 3011, the organisation was run as a centralised, authoritarian regime. Stalin, the first leader of the Soviet Federation, was a beloved figure, though he ruled by fiat. In 2991, he stepped aside as chair, recognising the growing support for Spek, the leader of the United Autonomous Republics. For twenty years Spek chaired the Soviet Federation, ushering in a series of reforms that culminated in the introduction of democratic principles and practices. The Directorate was replaced in 3011 by the Confederacy.
