| - The Imperial Council was a major governmental body within the Shi'ar Intergalactic Empire. Composed of over 5000 members, it regularly met on Chandilar. Many Council members were Shi'ar nobles who inherited their seats. | - The Imperial Council was the governing body of The Original Empire (or simply, The Empire), and was composed mostly of members of the Imperial Household (Family). In reality, The Empire was a de facto Oligarchy, ruled by a Council comprised by most of the Imperial Household and a few other key members. In exchange for their service to The Empire, the Emperor and his family were maintained in a state of continuous luxury, and wanted for nothing. The system worked quite well, since a realm the size of The Empire's would be impossible to rule as a dictatorship without constantly facing the threat of Coup or rebellion. Throughout the history of The Original Empire, the Emperor and his Household benevolently and even arduously performed their obligations to the peoples of The Empire. By doing so, they assured the continued existence of the Imperial Household in the life to which it had become accustomed. Throughout history, there were many great Emperors and Council Members who took their obligations very seriously. The Imperial Council functioned as both the Legislative and Judicial branch of The Empire, as expressed in Human/modern democracy terms. The Emperor himself was kept largely separate from legislative issues and activity, but was the Nominal Head of the Executive Branch and de facto Final Judicial Authority of The Empire. The Executive arm of the Empire operated with a great deal of autonomy, under the ultimate authority of the Commander of Imperial Police, a position appointed by the Emperor and approved by the Council, usually in accordance with popular public opinion. Most governmental authority on planets other than Anhold (the Imperial Home-World) was delegated to Imperial Governors-General, usually appointed by the Emperor in accordance with popular opinion and support of the Citizens on each individual world.
