To keep her from telling anybody else the Dragon called on Cole Maddox to kill her, speeding up their plans.

Jordan felt so guilty that he got drunk one night and told a woman named Laura Cambridge, a woman whom he frequently called on the Dial-A-Goddess line, and who therefore found out that the Mayor was innocent and the Dragon was framing him. To keep her from telling anybody else the Dragon called on Cole Maddox to kill her, speeding up their plans. They were successful in killing her, but Jordan was eventually unmasked as the embezzler. Under interrogation, he told Castle and Beckett something that implied the Dragon was behind the Mayor's framing and the death of the Laura, along with the earlier killing of Beckett's mother. However, before he could give the duo a name, his lawyer, named Bill Moss and presumably sent by the Dragon, appeared, instructing his client to answer no further questions, and the opportunity was lost. Norris himself faced considerable jail time, but Beckett in particular was extremely frustrated with the one that got away - the Dragon (Dial M for Mayor).
