The President of the Circus of Values franchise was Lloyd Webster. Previously, these vending machines likely sold more appropriate items for the public until the Civil War hit Rapture. Then, the inclusion of ammunition and healing materials would make them very convenient. They were heavily reinforced and armored, purposely making them highly resistant to damage and pilfering. This is noted as the player can only hack these machines to lower the price and not crack it open by any means, although a number of broken machines are seen in various locations throughout the city.

- Circus of Values is a cheap, cut-price supermarket where cheap products can be bought for cheap prices. Homer, when he didn't receive a Christmas bonus from Mr. Burns, offers to do the Christmas shopping, so he goes here and buys cheap Christmas presents for the family, including pantyhose for Marge, pads of paper for Bart and a squeaky chew toy for Maggie. Circus of Values was later mentioned in Bart's Friend Falls in Love, and is seen in The Simpsons Road Rage.

When he later exits this store, he accidentally bumps into Ned and Todd, dropping both his and their presents onto the ground. As Homer picked up the gifts he purchased, he sees how many Ned bought for his family and attempts to sort the presents, unintentionally gloating his wealth. Circus of Values was later mentioned in Bart's Friend Falls in Love, and is seen in The Simpsons Road Rage.
