In 1969, he studied at the Economic University in Atlantic City, and finished in 1978 as Valedictorian, with a Bachelor's degree in Macroeconomics. After graduation, he was hired by the Federal Bank of Antarctica. Exceeding all expectations at the Federal Bank, his work record got him appointed as the Second Secretary of Finance in 1988. After six years of an economic boom during his first term, he was reappointed Secretary of Finance in 1994.
