Due to the one-party nature of the Congress, the person chosen is always the leader of the American Freedom Party, so the Congressional choice is merely a formality. In addition, though the Party Conference can choose any party member to be Chief of State, the longstanding practice has been for a designated heir apparent to take over the position once a Chief of State leaves office. The Chief of State serves an unlimited term. Technically, the Federal Congress can vote to end the term of a Chief of State after six years, but it has never done so. Both previous Chiefs of State have served for life, and incumbent David Duke has stated he intends to do the same. The Constitution of the New United States states that in order to be eligible to serve as Chief of State, a person must be male, at least 40 years of age and of "the White European race". While women are ineligible to be Chief of State, they are not barred from other federal offices. The racial policies of the New United States and the American Freedom Party prohibit those of African, Hispanic, Asian or other "non-white" ethnicities from holding any federal office.
