Sheqir Kysh (/ʒɨˈkiːr ˈkɪʒ/) was a female Whirth political scientist and government scholar. She was born on Nattirb in 91 ABY, and was already twelve years old when her homeworld joined the Golden Empire. While many Whirths preferred to remain on Nattirb and let aliens and alien technology come to them, Sheqir was fascinated by the new government and the systemary variations of it, and convinced her parents to enroll her in a special program sponsored by the Royal Integration Corps for advanced study of Orhyo. Always a bright child at the head of her class, she managed to develop conversational ability in the language in only eight years while completing her basic education, and applied to the University of Dolomir at the age of twenty.

She was born on Nattirb in 91 ABY, and was already twelve years old when her homeworld joined the Golden Empire. While many Whirths preferred to remain on Nattirb and let aliens and alien technology come to them, Sheqir was fascinated by the new government and the systemary variations of it, and convinced her parents to enroll her in a special program sponsored by the Royal Integration Corps for advanced study of Orhyo. Always a bright child at the head of her class, she managed to develop conversational ability in the language in only eight years while completing her basic education, and applied to the University of Dolomir at the age of twenty. She was accepted and, though she found the multispecies atmosphere of Dolomir somewhat jarring, she settled in and graduated with honors with a degree in Public Policy. She worked for the Ministry of Energy and Resources for six years before resigning to pursue full-time doctoral study at the High College of Government on Yin. Graduating with a doctorate degree in Public Policy with a concentration in Interspecies Relations, she returned to government service, first as a civilian employee of the Glorious Armada of the Golden Empire, and then as an economic advisor to the Consul of Nattirb. After the Conquest of the Chiss Ascendancy, Kysh pursued a post-doctoral fellowship at a university on Sposia, leaving only months before the Tribulation began in 141 ABY. She was hired as an instructor at the Royal Diplomatic Academy on Tershin, where she continued her research and scholarship in her spare time. Beginning in 143 ABY after the Tribulation was concluded, Sheqir began research on the P'w'eck Confederation, using her Ministry of Diplomacy contacts to learn more about the alien government. In 146 ABY, Kysh published The Case for Conquest, a paper advocating Royal acquisition of the P'w'eck Confederation by whatever means were most feasible. She was opposed by Professor Maorin Keppallo of the University of Dolomir, who authored Allegiance to Alliance in response. The two maintained a lively professional correspondence until 149 ABY, when Keppallo was killed during the devastation of Dolomir in the Nightmare War.
