Luckily one of Zeno’s most trusted generals was able to clean it up for him soon after Zeno returned to Rome. Zeno made the general Thracia’s military governor. In 1233(480) Zeno began an enormous campaign to repair much of the Empire, some parts were becoming despondently decrepit and inefficient (whether from age or attack) for the newer Roman government. He made provincial administration reforms; increasing flexibility in both Senatorial and Cæsarian provinces through the option of præfectural subdivisions. This setup was usually used in provinces with high population densities. Zeno's programmes emptied the treasuries to critical levels but by 1244(491) a great deal of the Empire was renovated and therefore economic sinkholes and accidents-waiting-to-happen were addressed. This also revitalized the older Roman ideology that order and planning were the most important aspects of operating a city. A well laid out and run city required less than half the amount of deterrent troops and funds. The roads were a major part since their upkeep had deteriorated since the mainstreaming of the Vaposcvrr. The re-mapping of the Imbrivm was also undertaken to give trading ships more accurate charts. This project also gave the lower classes better homes and overall raised Zeno’s popularity. He also expanded the Capitoline Games (which had changed little from Commodvs’ rule). Again the Gladiator aspect was atrophied and more sports included. People still hated a distant provincial Emperor but at least he knew how to make them accustomed to him. The renovation project would not be expected to be fully completed until about 1253(500) and unfortunately, Zeno died in 1244(491) at 66.
