This area can be reached by taking the elevator in the Out of Bounds Area in Level 1 to Level 4. Trebor's Training Ground is managed from this center north of 10E/14N in Level 4. After entering, the party triggers off an alarm. This is a scripted event which cannot be avoided, but it adds to the atmosphere of the fights awaiting to the right and to the left of the square. In the center's corridor, there is also a door leading to the Treasure Depository (8E/15N) and, most importantly, to the Monster Allocation Center (12E/15N).
