Since daggers have a (40%) shorter reach than a longsword, it is suitable for close-quarters fighting, when you want to avoid hitting other friendly NPCs or creatures. Also, since a dagger is usually the weakest variant of a weapon material in a set, it is usually the first weapon of that set you are likely to find once you have reached the appropriate level. Note that a dagger, being the smallest of all wieldable weapons, is also the weakest for blocking, as it is a fact in the game, that weapons larger than the blocking weapon will let damage through, i.e. a claymore will easily penetrate a dagger's block (although damage is still absorbed).
