He started out in junior hockey with the Fredericton Red Wings, Halifax Canadiens, Kitchener Rangers, and the Edmonton Oil Kings. Undrafted, he was signed as a free agent by the Minnesota North Stars in 1969. Whitlock did get into one game with the Stars in 1969-70, but spent the rest of his time in the minors until 1972-73. That year he joined the Chicago Cougars of the World Hockey Association (WHA). He spent the next three and a half seasons in the WHA, playing in 244 games and scoring a respectable 81 goals and 98 assists.
