Even if they're main job is to be security for the Seireitei, it's likely pretty much every division has some Shinigami that are/were once stationed in the Human World. Even if they aren't, Shuhei might have served in a different Division earlier, during which he had the opportunity. Either that, or Shuhei requested to be allowed to travel to the Human World for some downtime and discovered those things then.
