The Imperial Congress is the central meeting body of the four main empires of the galaxy. The idea was originally proposed by the Human Monarchy when the Higher Order first appeared to impose an enforced peace among the galaxy. The Higher Order agreed to the governing body, and has a representative that sits in only as an observer and occasional arbiter. By agreement, any government found in contempt of the Imperial Congress, is supposed to be forced into compliance by all other participating members. The Congress has been known to authorize border wars in the event of negotiations failing.

The idea was originally proposed by the Human Monarchy when the Higher Order first appeared to impose an enforced peace among the galaxy. The Higher Order agreed to the governing body, and has a representative that sits in only as an observer and occasional arbiter. Established after the end of the Contact Wars, the Congress consists of three representatives from each of the four governments as well as a single Higher Order representative. The Congress sets intergalactic laws, resolves trade disagreements, and ensures that borders remain secure. By agreement, any government found in contempt of the Imperial Congress, is supposed to be forced into compliance by all other participating members. The Congress has been known to authorize border wars in the event of negotiations failing. The Higher Order on occasion will veto certain decisions made by the Congress, but for the most part, remains detached. The Congress consists of the Plenary Exemplar, Terran Monarchy, Archlord's Demesne, and the Tehreen.
