Member of Court of Common Council 1882-92. Member of several committees, his most notable work being considered to be in the Works Committee (established 1892, dissolved 1897, re-established 1902). Twice Mayor of Islington, and induced Mr Carnegie to give the borough £40 000 for the building of libraries. Knighted 1906.

He stood for election as a Liberal Party candidate for the parliamentary seat of Islington East at the 1900 general election, but failed to be elected.
