The western states of Oregon and Washington were also very skeptical of Booth's plan, but had a 56.8% popularity in the western states, which he had hope would be easy to gain in the 1892 election. He needed a war to get his popularity over 50% and thus moved the USS Aroostook from Puget Sound in Washington to the coast of Russian America. However, when the mysterious explosion sunk the Aroostook an entire nation cried for war. Booth, seeing this as a way to boost his popularity, pressures Congress into declaring war against the Russian Empire.
