Skynet creates infiltrator units to sneak into Resistance camps/bases and kill Resistance fighters. The key to a successful infiltrator is that it can pass as human long enough to reach its objective, then it can go terminator on any thing that moves. The Terminator wikia mentions a I-950 model: That is apparently mostly human, except for the cybernetic implant that allows Skynet to control the human. The I-950 could ether be created from birth with in a Skynet laboratory, or the cybernetic implant could be inserted into a fully grown captured human. The wikia article mentions that the I-950 could carry things in its abdomen, such as bombs, to make it effective in its job as a infiltrator. I don't see why the I-950 cybernetic implant could not be installed in a dog, or any other living an

I don't see why the I-950 cybernetic implant could not be installed in a dog, or any other living animal, such as a rat. Imagine if you are a resistance fighter, having survived several waves of attack, only now to be attacked by terminators who look just like your long lost friend, and now by terminators who look just like dogs or rodents? In addition, Russel Blackford's The new John Connor Chronicles features a mimetic pollyalloy prototype known as the T-XA, which is able to split its mass into several separate, independent pieces. At one point in the story, the T-XA turns itself into a pack of dogs. At another point, it separates into a man, woman, and a dog. This unique terminator seemed to prefer using the shape of a dog, as it is a more effective infiltration tactic. Terminators replicating dogs has also been seen in several Terminator related comic books including the popular RoboCop Vs. The Terminator.
