- Paul Patton, The Daily Globe staff photographer, and reporter Ruth Ransom notice an apartment complex burning out of control. Paul snoops around and snaps some photos. He then bravely dashes into the burning building and saves a victim. Later, Paul and Ruth visit the owner of the tenement. He claims the building was insured and becomes insulted, throwing the two out. That night, in his apartment, Paul realizes the owner has another building across town. He suits up and heads over there as the Fox. He notices a little boy talking to the tenement owner. When he goes inside, the boy is there too, planting something to cause a fire. The Fox interrupts him and talks with the boy. He confesses that the owner took him out of reform school and threaten him if he didn't help set fires to his buildings.
The Fox believes him and they make a plan. After the boy phones the landlord, stating he can't go through it, the disappointed owner comes back to the building only to be confronted by the Fox. The next day, the headlines reads how the Fox caught the arsonist.
