Both countries are left headless and destitute, with the death toll into the billions. Fortunately, such was the concentration of weapons against the US, that most of its minor allies in South East Asia and Latin America survive relatively unscathed. A joint conference between China, India, Australia and the Brazilian Empire is hastily convened. A humanitarian mission, to rescue as many survivors as possible is launched but space is limited in the transport vessels, and a hard decision must be reached.
