Eustace "Stacy" Luther Minor (February 20, 1916 - June 3, 1989) was the third Prime Minister of the Republic of England and the first Leader of the Conservative Party. He became Prime Minister following the Right-wing Revolution of 1972, when the Tories took a dominant hold of Parliament and served until 1981, when Labour retook the majority. He was the leader of the Whigs from 1969 until 1981, when he stepped down in favor of Stephen Norrington. Minor was known for being a committed champion of the right, believing in free-market economics, a self-sufficient populace, a cut in welfare programs, a strong national defense, and union-busting. The 1970's followed the Phoenix Programs and English Reconstruction and coincided with America's great economic boom the same decade.

Minor is typically regarded as the best Premier after Charles Morgan and as an economic whiz. His views shifted further and further to the center throughout his tenure, and his embracing of the centrist elements of his own party led to the center-right identity the Whigs have today, as opposed to the hard-right fundamentals they were founded upon with Minor in charge. For this reason as well, and due to his narrow majorities in his second two terms, Minor was able to compromise with Labour leaders and avoid major governmental confrontations over expenses.
