  • The 191st Special Activities Division, also known as the Covert Action Group, is a military special operations force under the joint command of the UNSC Army Intelligence Activity (AIA) and Office of Naval Intelligence (ONI), responsible for conducting covert and black operations during times of war and turmoil. It is composed of four independent regiments (86th CAR, 22nd CAR, 17th CAR, 93rd CAR) and the attached 160th Special Operations Aviation Regiment, and is headed jointly by uniformed officer staff of the UNSC Army, Navy, and Marine Corps, as well as by political officer staff of the Unified Earth Government and subordinate Colonial Administration Authority. In keeping with its strict policy of secrecy, the Division requires that its operators wear uniforms either unmarked by distinguishing adornments or bearing the trappings of other formations, ensuring that members are largely unidentifiable as such. In most occasions members are not bound by military dress regulations, and often forego uniforms entirely. Operators of the 191st Division are largely recognised as the most élite non-augmented troops of the UNSC Defence Forces, and are primarily recruited from the ranks of the Republican Guard, composed of top-tier Special Forces operators from across all branches of UNSC service, as well as the Office of Naval Intelligence's Beta-5 Division and Army Special Warfare's Special Mission Detachment. During both the Human Civil War and Human-Covenant War, CAG personnel routinely operated alongside SPARTAN -I, -II, and -III assets in combat operations. Special Activities personnel were also deployed across UNSC and Covenant space in support of conventional military forces, with personnel detachments seeing combat in nearly all major battles of the War.
