Sir Harry Seymour Foster (29 April 1855 – 20 June 1938) was a Conservative Party politician active at both the local level in London and at the national level in the House of Commons. The second son of Samuel Green Foster of Tulse Hill, a director of the New River Company and his wife Georgiana Amelia née Egerton. In 1878 he married Amy Sparks, and the couple had two sons and three daughters. In the meantime he had been elected member of parliament for Lowestoft in Suffolk in 1892, holding the seat until 1900. He briefly held the Lowestoft seat again from January to December 1910.

  • Sir Harry Seymour Foster (29 April 1855 – 20 June 1938) was a Conservative Party politician active at both the local level in London and at the national level in the House of Commons. The second son of Samuel Green Foster of Tulse Hill, a director of the New River Company and his wife Georgiana Amelia née Egerton. In 1878 he married Amy Sparks, and the couple had two sons and three daughters. He was educated privately in Kent and at the City of London School. He became a chartered accountant and founded the firm of Foster, Hight & Company. He subsequently the London and Colonial Finance Corporation of which he was managing director. A member of the Worshipful Company of Glaziers and Painters of Glass, and the Worshipful Company of Pattenmakers and of the Worshipful Company of Wheelwrights. He unsuccessfully sought election to Corporation of London as an alderman for Tower Ward. He was a Sheriff of the City of London in 1891 and Master of the Pattenmakers in 1897-98. He was elected to the School Board for London as a Moderate Party representing Lambeth West in 1885 and re-elected for a second three-year term in 1888. In 1885 he was living in West Dulwich, by 1888 he had moved to Sutton. When the first London County Council election was held in 1889 he became a councillor representing Lambeth (Kennington). He served a single three-year term on the county council. In the meantime he had been elected member of parliament for Lowestoft in Suffolk in 1892, holding the seat until 1900. He briefly held the Lowestoft seat again from January to December 1910. From 1894-1903 he was consul-general of Persia. He was knighted in the 1918 Birthday Honours "For Public Services For Many Years". He returned to parliament as MP for Portsmouth Central from 1924-29.
