Kahveci was born in Newhaven to working-class Turkish parents who had emigrated to Lovia five years earlier, and studied Law at Nobel University. After working for several years as a solicitor, Kahveci became involved in local politics in 1989, campaigning for better schools and hospitals in Newhaven. In the same year, he was elected to the Newhaven City Council as an independent leftist, serving on the council for four years. Kahveci subsequently was a State Councillor in the Kings State Council between 1994 and 1999. After centralisation of the state's powers in 2003, Kahveci continued to be active in local politics, later joining the Labour Party in 2011. When state councils were re-introduced in 2013, Kahveci stood for election as a United Left candidate in his local district of Newhaven. Commanding a large amount of support from fellow UL councillors in the State Council, Kahveci was elected as First Minister on the council's formation. Kahveci is married to solicitor Caroline Stevens, and the couple have three children; Adam (born 1987), Emine (born 1991) and Berna (born 1994). Kahveci is an agnostic.
