It is the highest Covenant Navy rank. Imperial Admirals control large Fleets of warships and operate on a very high-ranking Covenant Flagship in the Covenant Navy such as an CAS-class Assault Carriers, CSO-class supercarriers, or other very powerful capital warships within the Covenant Navy.
