The Vicar General heads the executive branch in each Federated State and has control over Federated Government budgeting, appointment of local officials, such as judges and also has a role in local legislation. The Vicar General may also have additional powers to commute or pardon a criminal sentence. The Vicar General is also requierd to give a "State of the Federated State" Address to the apporpriate Federated Directorate.
