But we also need to solve two more things before the candidacy period: 1. * we need to settle the number of residences each citizen has. We need to count them and make sure nobody has more than legally allowed. 2. * we need to register these residences in the "citizen book" so we know who can be a candidate in which state and who can vote in which state.
