A simplified NPC, like a normal NPC, has traits similar to a PC, but lacks defined traits for anything not relevant. For instance, a monster mainly has combat abilities defined, whereas a merchant would be mainly defined by his ability to haggle and notice and respond to deception. Mooks frequently have simplified traits, as do minor NPCs. An unstatted NPC who gets attacked or who is drawn into an interaction probably becomes a simplified NPC, at least at first.
