Jessica is a member of Team Rocket. She is the primary antagonist of the Kanto arc of A Just Edge. Like her underling Gilly, Jessica is very arrogant and amoral, though she is more composed than him. She is highly intelligent and plans out her plots to capture Pokémon and defeat Ryan with excruciating detail. Her guile and ruthlessness on the battlefield were the primary reasons she became the second-in-command of Team Rocket (though, perhaps the fact that the organization was declining into obscurity by the time of A Just Edge also played a role). Jessica is hyper-aware of her surroundings and how to manipulate people. She does not care what she has to do to further the goals of Team Rocket - be this steal Pokémon or valuable items from people, vandalize or damage buildings of competitors

Jessica is hyper-aware of her surroundings and how to manipulate people. She does not care what she has to do to further the goals of Team Rocket - be this steal Pokémon or valuable items from people, vandalize or damage buildings of competitors, or attempt to cheat during battle. She always believes the ends justify the means. Jessica was born in Lavender Town and caught her first Pokémon, a Ghastly, when she was very young. She grew up with her Ghastly and became a bit of a delinquent under its influence. She heard of Team Rocket in her younger years, but didn't join it until she was 13 years old, after she had already captured several other Pokémon. She quickly rose in the ranks to become the second-in-command of that organization. She effectively became the leader of Team Rocket soon after, since Giovanni's health was failing. In A Just Edge, Jessica led several Team Rocket operations, including the one to steal the fossils from the Pewter City Museum. This mission was thwarted by Ryan and Forrest. Later, she tried to capture a shiny Mew under the orders of Giovanni. This Mew was last seen in her hometown, so she went there to look for it. She hoped that finding and capturing it would raise Team Rocket's fortunes and restore them to the powerful gang they once had been.
