From Battisti's capture until the 4046 election, many members of the National Security Council aided the democratic forces in re-establishing democracy in the country. An election to fill the 90 seats on the Council was held on 13 November 4044, in the middle of the 4044–4045 Istalian Civil War. However, all candidates needed pre-approval from the pro-Battisti government, effectively making the election a show election. From 4046 to 4050, the body was known as the Constituent Assembly, with elections held in 4046.
