Joseph Henry Haygarth (1892-9 January 1969) was an army officer and Conservative Party politician. Following a career in the army where he rose to the rank of colonel, Haygarth entered politics as chairman of the Hendon North Conservative and Unionist Association. In 1955 he became an alderman on Middlesex County Council and served as Chairman of the County Council in 1961-62. He was High Sheriff of Middlesex in 1963. He was awarded the CBE in 1956 and knighted in 1959.

With the abolition of Middlesex, Haygarth was elected to the successor Greater London Council in 1964 as one of four councillors representing the London Borough of Barnet. He served a single three-year term, and was Deputy-Chairman of the GLC in 1964.
