Fredro Starr (born January 1, 1970), also known as Fredro Scruggs or Never, is an American rapper, actor and a member of hardcore rap group Onyx. He has a recurring role in seasons 1 and 2 of The Wire as criminal enforcer Marquis "Bird" Hilton. Starr appeared as drug dealer Go in the Spike Lee film Clockers. The film was based on the book of the same name by The Wire writer Richard Price and Price worked with Lee to adapt the book into the screenplay. Clockers is considered an inspiration for The Wire by series creator David Simon.
