His final game of the loan spell was a 2–0 defeat at Millwall on 28 December 2009, a match in which he was booked and scored an own goal. He played the full 90 minutes in six of the seven games Rovers played while he was in Bristol, the only one he missed was against his parent club, making him ineligible to take part. Rovers had hoped to make the signing permanent in the January 2010 transfer window, but after a transfer fee had been agreed with Colchester for his services, Baldwin elected to remain with the Essex club and fight for his place in the team. In spite of this setback Rovers remained hopeful of convincing Baldwin to change his mind and return to Bristol, but on 29 January, three days before transfer deadline day, he joined Southend United on loan until the end of the season.
