In the early 2000s the Sacred Snakes began amassing a force of Bio Organic Weapons for use against the Communist guerrillas; the project, "CODE:REMNANTS", required the abduction of humans for test subjects as well as trafficking of slaves. With the Snakes possessing bio-weaponry and indicating a willingness to use them, a number of nations began calling for Javier's overthrow.
