With a clever ruse, Speed manages to destroy the Mesmo gun with the homing robot. Cumulus takes off with Speed chasing. The Cumulus 5 takes flight. Overhead, Inspector Detector is watching the fun below. Spritle and Chim Chim have stowed aboard. By a fortunate accident, Spritle finds the underwater cave. Speed tries to make an escape, but he's quickly captured.

Overhead, Inspector Detector is watching the fun below. Spritle and Chim Chim have stowed aboard. The Cumulus 5 dives into the water. Speed follows. He uses his nightshades to see in the dark. Cumulus heads into an underground cave. Deep in the cave, a steel door slams shut behind Cumulus and Speed crashes into it. He has less than half a tank of oxygen left. Inspector Detector is searching for the Mach Five on a rescue vessel. Spritle and Chim Chim have stowed aboard again. The inspector orders his men to catch the two and lock them in a cabin. After eluding the police, Spritle and Chim Chim don a diving suit. Chim Chim is the head, so when they meet the inspector, he sees through the disguise. Spritle and Chim Chim fall overboard. By a fortunate accident, Spritle finds the underwater cave. Speed and Trixie wake up in separate bedrooms in the underwater hideout. They meet Lorena who wants to show them the project that's being worked on. Spritle looks in a window of the hideout and sees Lorena, Speed and Trixie inside. He tries to get their attention, but they have other things on their mind. Mr. Cumulus and Dr. Nightcall are there to meet Speed and Trixie. Cumulus reveals his plan. Thanks to Dr. Nightcall's ability to duplicate things, Cumulus has a complete launch complex with ICBMs. He intends to become emperor of the world. Lorena realizes that she's been had. She was told the project was to develop the resources of the oceans. She grabs her father's gun and points it at Cumulus, who has guns built into his suit. He shoots Lorena. Speed and Trixie are led away. Speed tries to make an escape, but he's quickly captured. When a sub leaves the underwater complex, Spritle and Chim Chim go in. They drop a crate on one of the guards. Spritle and Chim Chim steal the uniform. They interrupt the countdown just before it reaches zero. Speed and Trixie get free and wreak havoc. Spritle and Chim Chim contribute to the fray. Cumulus, realizing it's time to leave, takes off in his Mach Five. He has a nuclear bomb in the car and he will set it off in the city. Dr. Nightcall decides to help Speed and reminds him that the nuclear bomb is heavy and will slow down the Cumulus Five. Add the fact that Spritle and Chim Chim are hiding in the trunk. Spritle puts his hands over Cumulus' eyes and Chim Chim hits him over the head. Speed jumps into the Cumulus Five while Spritle takes the wheel. Cumulus gets thrown out of the car. Dr. Nightcall decides to turn the underwater laboratory to help develop the resources of the ocean. Lorena would have wanted it that way.
