Arriving in the Milky Way, these Sovereigns quickly realised that, while they outgunned anything that existed among the native inhabitants, to go to war with so few warships and personnel would be a gamble they would be unwilling to risk, and instead set about readying themselves for a covert war. To this end, they recruited "worshippers" among the Governors of Contrition and began searching for other Labyrinth Array artefacts, such as the Nexus, to reopen the pathway between the two galaxies and allow a larger Sovereign fleet to arrive. While the larger Sovereign force are engaged with a galaxy-spanning war against the Paladins in their home galaxy, fighting for control of star systems and control of The Noumenon, the Sovereigns in the Milky Way have influenced events in this galaxy through more subtle methods. They had at least some impact on the Prophet of Truth's decision to expel the Sangheili from the Covenant, and guided the Governors of Contrition to their takeover of the New Covenant to find and activate the Nexus during the Second Great War. With the Nexus activated, connecting the two galaxies once more, it is likely that eventually the Sovereigns will send a much larger force to the Milky Way Campaign.
