The Sokovia Accords, as originally seen in Captain America: Civil War, are a series of international agreements limiting and codifying the deployment of enhanced individuals. They are named for, and arose from, the events of Avengers:Age of Ultron, when the nation of Sokovia was essentially held to ransom by the rogue AI. All active enhanced/powered S.H.I.E.L.D. personnel are apparently signatories.
