You can't activate a monster's effect while it's in the graveyard, unless the card says you can. If Gale uses his effect on an opponent's monster, than that monster will not get its stats back unless it's flipped face down or leaves the field. Even if Gale gets killed or something, the effect stays. Hope that helps!
