Gorodskoĭ Universitet Petrovgrad (City University of Petrovgrad), founded in 1985, is the premier institution of higher learning in Trigunia's private university system and is considered to have the toughest entrance qualifications in the nation, if not the world. Prior to the Derzhavin Education Reforms privatized all educational facilities throughout the nation, the GUP was called the Gosudarstvennyĭ Universitet Revolyutsii (State University of the Revolution) and was predominately responsible for providing basic technical degrees to working class students. Under the leadership of visionary Chancellor Aleksandr Nevsky the university established proper funding channels, 15 research centers, and expanded to include over 40 different schools within it; including the prestigious P.L. Sychyov Institute of Public Administration. The GUP annually administers the Trigunian literary award, the Apukhtin Prize, and is one of the founding members of the Association of Trigunian Universities. GUP's endowment and annual research expenditures are among the largest of any Trigunian university. In 2950, it ranked third among Trigunian universities in fundraising, bringing in approximately TRA 495 million in private support in that year alone. It has consistently ranked in the top three of Trigunia's higher education facilities.
