After the end of the last war negotiations and diplomatic talks regarding disputed territories with god trees and prisoners of war were going nowhere. Momoshiki made a very dangerous decision with Kinshiki to create a false flag event in an effort to push the Dharma Coalition to give up the disputed territories and in exchange they would disregard the so called "terrorist attack." Ultimately however it had the opposite effect. Instead of giving up the territoriews the Dharma Coalition increased military presences on the territories and "saw through" their trick. In an attempt in sabotage, Momoshiki sent a group of elite assassins to a number of the disputed planets to stage as "terrorists" in attempt to force the Dharma Coalition to cooperate in a "joint effort". Ultimately however it had the opposite effect. Instead of giving up the territoriews the Dharma Coalition increased military presences on the territories and "saw through" their trick. In an attempt in sabotage, Momoshiki sent a group of elite assassins to a number of the disputed planets to stage as "terrorists" in attempt to force the Dharma Coalition to cooperate in a "joint effort". What ended up happening however is the sabotage went off without a problem, but high ranking government officials including a few senators that were visiting said planets were killed in the attack and one of the elite assassins was caught and interrogated. The result is that the Dharma Coalition began going by the Dharma Resistance once more and declared war on the Empire.
