The method was discovered by Zhang Kunyi, one of the ministers of Yu Huang's Protectorate, and quickly established itself within the realm of the Jade Emperor. As they proved themselves extremely useful, every branch of the Imperial Bureaucracy uses specialized Eunuchs for their own purpose, such as the Abacus of the Jade Censors or the scouts of the Imperial Army. Some also serve as public sources of information and are placed in central locations within a Necropolis to deliver local news or imperial creeds. Within the Jade Palace, a gigantic Eunuch Central is seated in which all information about the Yellow Springs is contained.
