Overseer-class ancilla were actually quite similar in appearance to the Monitor-class ancilla designed specifically for the Halo Array, although the Overseer-class was envisioned long before the Halos were constructed. The energy weapon found in Overseers differs from that in Monitors, because the former was not adapted to better combat the Flood. Surprisingly, though, the Overseers' mounted weapon was more devastating to life-forms such as humans and Sangheili.
