This is the idea that the abusive treatment of prisoners at Guantanamo somehow 'migrated' to Abu Grahib. The transfer of ideas and/or personnel between GTMO and Iraq are supposed to have enabled this to happen. See Philippe Sands, The Green Light The Senate Report, Inquiry Into the Treatment of Detainees in U.S. Custody, Nov 20 2008, claims that the ideas traveled to Afghanistan, citing Carolyn Wood and George Fay (Fay cited a memo from the SJA for CJTF-180). The inquiry then claims the ideas made their way to Iraq, citing a DOD Inspector General report.
