Ian Goetz was a Seaman/Master Chief Petty Officer who discovered the first unidentified Jane Doe ten years prior to the events in Lt. Jane Doe (episode). He was brought and interrogated for the first Jane Doe murder and released without charge. Ten years later, in late October 2004, Goetz was brought into NCIS again after the body of another Jane Doe dressed in the uniform of a Naval Commander was discovered. However, like before, Geotz was interrogated and found innocent after a DNA test cleared him of being involved.
