"Robert Fox Syndrome" was a phrase coined by Dr. Leonard McCoy in the 2260s to describe a person's tendency to imagine harming a Federation bureaucrat when they had angered or annoyed someone, frequently as a result of having placed their own personal ambition and/or ego ahead of the personal safety of others.
